   What is being done to solve the problems

On the stationary sources of pollutant's emissions:
The City committee for the protection of environment aproves the norms of emissions break even for each stationary source.
The norms of break even for each are set in such manner, that the emissions of pollutants, taking into account the background pollutions of the air, do not exceed the concentrations of break even concentrations. For the emissions of pollutants a special payment is to be collected.
The Government control of the norms observation is conducted by the Tashkent City committee for the protection of environment.
Officials, who are guilty of exceeding of permitted emissions are to be made answerable for this. Enterprises have to conduct the self-control of emissions and take measures for their lowering.
Thanks to this work and to the drop in production during transformation period the quantity of emissions of pollutants from stationary sources in 1996-1999 years has decreased on 2,56 thousands tons.
